Vanuatu: Pacific volcanic archipelago is a kind of hippie community: no income tax, no withholding tax, no corporate taxes and no exchange controls. Montserrat: sometimes we did not have the heart to condemn countries that practice tax evasion. Panama: to attract multinational companies (Hyundai, Caterpillar and Total), and convince them to locate their headquarters for their activities in Latin America, Panama has unsheathed a radical tax simplification: the expatriates are not subject to any taxation, total opacity the identity of shareholders and no taxes on profits. Nauru: 2nd GDP per capita in the world behind Saudi Arabia in the 1970s was the island of Oceania. Niue: no, not Manchester, a city quite commendable, but "Niue, a Pacific island discovered by James Cook. Liberia: tax evasion is rather a specialty of confetti-Pacific countries, but Africa has had its champion. Costa Rica: Central American country to put back on tourism. Guatemala: Guatemala's economy, it is fair for a while: 70% inflation in 1985, a dramatic food crisis in 2009, 75% of the population below the poverty line, a crime control. But Guatemala has emerged from the blacklist of tax havens. Uruguay: Uruguay shows a lot of good will since the successful efforts of the South American country was removed from the blacklist in the final score. The glorious old Monaco, Andorra, Switzerland returned to the straight path during the year 2009, the Bahamas in 2010.
